In my experience when X is using a high percentage of the cpu it is
caused by another process running under X. Often the culprit is
flash.

Does the cpu usage go up before you login to X? (a text
console can be reached by pressing alt-F1)

Does the usage go up as soon as you login to X?

Does the usage go up after using the system for a few minutes?
