In this context neither watt-hours nor watts/hr make sense.

"...keep water around the temperature..." implies a steady state
process. That is expressed in energy per unit time. A watt
is exactly that unit, expressed in joules per second.

It seems likely that something got scrambled in translation.

Regardless, Jim Wilkins has, I think, expressed the solution:
Keep the average temperature as low as possible to maximize
the efficiency over the timescale of interest.  Unless there's
a known schedule for demand the only solution is to keep the
water at the required temperature continuously.

After heating water to percolate with 900W my coffee pot drops to 47W 
(measured) to keep it warm. Those numbers weren't unreasonable as Wattage.
