Hi Mark,

It seems that's due to the fact that be.php.net is currently not 
pointing anywhere (be1.php.net doesn't exist anymore and it took 
be2.php.net out of rotation). All images and css on mirrors is served 
from the main country url to load balance requests.
The mirror system should change the DNS for be.php.net again soon and 
all will be well again ;-)
