I'm certainly happy to see someone want to take over maintainership of an abandoned package - especially Spreadsheet Excel Writer! I think Carsten Schmitz did some work on Spreadsheet Excel Writer just a few months ago, so while the package is marked as unmaintained he might be interested in any additional changes to it. Maybe you could add a few pull requests for it on https://github.com/pear/Spreadsheet_Excel_Writer and we can see how things go? Thanks!
