There's no "URL" for downloading MSVC, since MSVC is a commerical product and "downloading" it would be criminal offence (in most locations). PHP group has the right to use whatever tools they find necessary, and since MSVC is de-facto standard of Win32 platform, that's what is used for this platform. BTW, you can try your luck with cygwin tools and follow "configure" procedures. Though I can't guarantee success on this. Maybe you'll even contribute to PHP build process on the way. There's nothing about Win32 users being sub-humans (you'd wonder if you'd know what PHP developers are using). That's about some tools cost money. You don't requre PHP group to provide you with hardware for PHP development and deployment, why PHP group should support you on software side? If you see that some free compiler is good enough on win32 so that build process should support it, raise this on php-dev. But not demand to supply you with free compiler just because you want it. Didn't it occure to you that writing good docs requires: 1. Good english. Very good. I know mine is not enough, for instance. 2. Lot's of time. Even more than coding. Much more, sometimes. You can't just call some subroutine with needed arguments, you really have to type. Sometimes to type a lot. 3. Presently, knowlegde of XML and PHP doc system. Requires time too.
