Ricardo,

Start discussions, get everyone to introduce themselves. Try to start some
informal meetings, in bars and such.
Once you get enough people active try and do a more formal event, get people
to speak, try t get in touch with PHPBC so they try to get a speaker from
areas near you.

Please forward me the addres for the mailing list so i can get you on the
PHPBC rooster so more people can help here in Brazil.
BTW we are looking for people in your area regarding this year's PHP
Conference Brasil.
