[PATCH v2 1/2] hw/misc: Add Tenstorrent Atlantis PRCM model

This device present in Tenstorrent Atlantis has registers that control
clocks, reset and other misc functionality in the SoC. This commit adds
models for the RCPU, HSIO, PCIE, MM and 2 DDR PRCMs.
