The mailing lists have easily retrievable archives (I did that to
catch up on the early bootstrap messages that I missed).  The goal of
the different lists is to fragment discussion so that only those who
care about the subject are involved.  Being automatically subscribed
would defeat that.  So, no: the default is to have an empty
subscription list.
