Lilypond does indeed look interesting -- its macro language could 
interface easily with Perl I think.

Another program from the GNU domain is CMN, Common Music Notation. 
Though it's not a full-function notation editor, it does interface 
nicely with Coimmon Music & writes out postscript etc, so if you already 
know Lisp it's pretty handy. It also handles tuplets :)

Nick Didkovsky's JMSL has notation capability too, though I'm not very 
familiar with what it can do.
