Clearly svn is not yet up to the task.

p4 will be more scalable, but do Robert and Ask have a working p4 
repository on perl.org or will we need to go through ActiveState?  How 
much admin work is p4 or does it just run?  Of course Robert and Ask 
are probably better people to answer these questions....
